apport unable to process report for packages not installed on the reporting system

Bug Description

Binary package hint: apport

When trying to report a crash generated on another system, apport failed to report the bug:

$ apport-cli -c crash.report

*** Collecting problem information

The collected information can be sent to the developers to improve the
application. This might take a few minutes.

*** Error: Invalid problem report

The report belongs to a package that is not installed.

Press any key to continue...

Which makes sense here since the crash was reported for the linux-X-server package on a system that doesn't have internet access. However linux-X-server is not installed on the reporting system (a laptop).

You have to do the data collection on the actually affected machine. Run it through apport-cli, and choose to "K"eep the report instead of sending it.
