ubuntu-bug can't report bugs on kernel threads

Bug Description
I'm trying to report a bug where 'iwlagn' hogs my CPU
PID USER PR NI VIRT RES SHR S %CPU %MEM TIME+ COMMAND
903 root 15 -5 0 0 0 R 99 0.0 104:05.39 iwlagn
However, iwlagn being not a program, I can't use ubuntu-bug in any ways:
ubuntu-bug 903
The specified process ID does not belong to a program.
ubuntu-bug iwalgn
Package iwlagn does not exist
and worse than that, clicking on the "report a bug" button on the right in this page https:/
And I can't find a way to submit a new bug outside of a package in Ubuntu...

iwlagn is not a program but rather a kernel driver hence the difficulty with filing a bug about it. However, apport should be able to determine that process id 903 is a kernel driver and then report a bug about linux or perhaps linux-backports -modules if the driver is provided by that package.
You could report your bug using the command 'ubuntu-bug linux' - linux is the package for the kernel. Additionally, the wiki page you've mentioned contains information about filing bugs using the web interface in Launchpad.
