If apport-retrace is installed, the user should be offered to run it before filing the bug report

Bug Description
Binary package hint: apport
This is a wishlist bug, but I think it would help solve some of these problems:
1) The debug symbols aren't available in the archive but are in the package (for PPA builds filing to another project)
2) The debug symbols aren't available for the launchpad retracer in time, due to package skew.
So what i'm thinking is that during the bug filing process, if apport-retrace is available, you can ask if the user would like to retrace the bug before uploading. For projects that are recommending users test with their daily builds PPAs, they can ask them to have apport-retrace installed before filling a bug to help prevent the back and forth that is otherwise necessary.
