ability to file new package request from ubuntu-bug

Bug Description

Binary package hint: apport

It would be nice to be able to request a new package with ubuntu-bug so that users don't have to ask where to file the bug. Maybe a cli switch like ubuntu-bug --new
The form could prompt for the things we need for a needs-packaging report like:
name
homepage
license

It could also add the appropriate tags.

I was wanting to report the exact same thing while I was trying to figure out how to correctly file a needs packaging request for banshee community extensions and thus also add some benefit to getting https://bugs.launchpad.net/debian/+bug/335894 fulfilled.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
