Apport not asks for permission from the sudoer user when launch a ".crash" file

Binary package hint: apport

crash reports stored in /var/crash
when launchpad is down or timed out we need to submit reports manually later
but currently sudoer user cannot do that

This bug in not the same as:
https://bugs.launchpad.net/bugs/99127

I reported an permission issue with the manual crash reporting (".crash" file associated to apport)
(not an url open error)

I can't reproduce it. I click in the .crash file and Apport opens fine.

Reproduction steps for Maverick:

1: log on to Gnome
  -with the installation account (sudoer)
  -or a minimal rights desktop user

2: open Nautilus

3: change dir to /var/crash

4: right click to a .crash file
created -> owner: root, group: root, only root can "r" and "w"

5: select the first: "Open with Report a problem..."

6: read the error dialog: "Invalid problem report" / "You are not allowed to access this problem report."

7. you click "Close"

8. examine task is not complete

9. add reading rights to everyone

10. right click it... .... Collecting problem information... permisson denied

11. add reading and writing rights to everyone

12. right click it... .... Collecting problem information... "Invalid problem report" dialog / "[Errno 1] Operation not permitted: '/var/crash/abcdefghijk.0.crash'"

13. examine task is not complete

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
