Bug Description

Binary package hint: apport

apport 1.9.2 in Karmic Koala Beta

When run as an adm user or other non-root user, apport fails with an exception and stack trace due to insufficient file access permissions.
The user may wonder what is wrong and presume it is a bug in apport.

To reproduce:
apport-cli -f -p package-name
as any user other than root.
