Launchpad show ubuntu-bug -p mesa but the package mesa doesn't exits on ubuntu-bug in Karmic

Bug Description
I was going to report a bug on Launchpad's mesa and Launchpad suggested that I use the command $ ubuntu-bug-p mesa
But to use it says that the package does not exist and I could not use it.

This is due to the fact that apport generally only allows reporting bug reports about binary packages instead of source packages. However, Launchpad only accepts bug reports about source packages and subsequently there are only guided bug filing instructions for source packages. I think apport should allow someone to report a bug using a source package like in this example - ubuntu-bug mesa.
