unable to change privileges after initial choice in browser

Bug Description
Binary package hint: apport
I just used apport-collect for the first time. A browser window was opened, where I could first log in to launchpad (I was already logged in in another tab in firefox, but this seems acceptable to me), and then I had to choose the privileges I would like to grant it. I chose 'read anything', and then returned to the terminal window to press enter.
This gave me a message that I had to allow "Change anything" privileges.
When I ran the program again, I didn't have to do anything in the browser, and it didn't give me the chance to change the privileges.
After a while I figured out I could choose the privileges again after deleting the ~/.cache/apport directory.
