Apport needs an administrator verification or "gksudo" integrated in its reporting. I recently had a problem, system-wise (specifically usplash) when I shut down my computer. When I booted it back, there was an apport report waiting for me. I chose not to send it at that time. I went later to /var/crash and tried to report it by double-clicking on the file, thus I got the error "You are not allowed to access this problem report".
Instead of that, there should be a password verification first.

Right, that should happen in the UI somehow. In the meantime, you can use "sudo touch /var/crash/*" to mark them as 'unseen' again, or run "gksu /usr/share/apport/apport-gtk -c /path/to/crashfile".
