please enable ProcEnviron in apport reports

Binary package hint: apport

ProcEnviron was recently disabled in apport reports. it contains the language info of the reporting system which makes it easier to guess the right translation path for a bug report. please add it to the output again.

I added a test case for this to apport. It's actually not a feature regression, ProcEnviron has never been part of bug reports against a package and general distro, just for bug reports against a running program (where we have a PID). It's useful anyway, though, so I'll add it.

    package name so that it doesn't stumble over '+' and similar characters.
  * apport/ tests: assert that ProcEnviron is also included into bug
