automatic bug reporting collects failure information then fails to submit to launchpad

Bug Description

I can trigger a core dump by running:

```
QT_QPA_PLATFORM=wayland mu-editor

This application failed to start because no Qt platform plugin could be initialized. Reinstalling the application may fix this problem.

Available platform plugins are: eglfs, linuxfb, minimal, minimalegl, offscreen, vnc, xcb.

Aborted (core dumped)
```

this opens the error collection dialogue, I choose to submit a bug report and then nothing happens. I expected to get firefox opened to a web page with https://bugs.launchpad.net/ubuntu/+source/mu-editor/+filebug/{redacted-uuid}

This is the expected behavior on stable releases. On stable releases, reporting crashes to Launchpad is disabled. The crashes will be submitted to the error tracker (see https://errors.ubuntu.com/) instead. That's why no browser window will open.

For jammy apport 2.20.11-0ubuntu81 says: "etc/apport/crashdb.conf: Disable Launchpad crash reports for 22.04 release."

See https://wiki.ubuntu.com/Apport#How_to_enable_apport how to enable it for stable release again.

Since you are not the first user and probably most user don't know this wiki page, we probably should adjust the workflow.
