ubuntu-bug does not exit, does not launch browser

Bug Description

Description: Ubuntu 20.04 LTS
Release: 20.04

While trying to report a problem with a messed up X display after a new install, I logged in with ssh -X and ran ubuntu-bug with no arguments.

It didn't bring up a web browser, and it didn't finish until I hit ctrl-C

Specifying a package did work for me (ubuntu-bug apport) to produce this bug report.
