Bug Description
On a system running Ubuntu 19.10 (upgraded over several versions) if Settings > Privacy > Problem Reporting is disabled then running
ubuntu-bug <package>
collects the data and asks if it should send it. On clicking Send it silently terminates and does nothing.
An appropriate response would either be to send the data anyway, since the user has been explicitly asked, or to fail with a message explaining why.
