Bug Description

I run this application with the command line
ubuntu-bug gnome-power-manager
and then, I proceed as described in the section 'Complete the bug report filing process' on the page https://help.ubuntu.com/community/ReportingBugs till the message 'Uploading problem information' must appear, followed by 'Report a bug' page. Neither of the last two windows appear and the application terminates silently. Return code is 0.

1)$ lsb_release -rd

3) Expected the page 'Report a bug' would appear.
4) Instead the application terminates.

This is likely a duplicate of bug 1814611. What is the output of 'systemctl is-enabled whoopsie' and 'systemctl is-active whoopsie'? Thanks in advance.
