Apport opens a +login URI, which fails if the user is already logged in to Launchpad

Bug Description

When reporting a bug with ubuntu-bug, Apport calls the browser with a URI like this one:

https://bugs.launchpad.net/ubuntu/+source/apport/+filebug/d7a36cc8-2649-11e8-b34a-002481e7f48a/+login

If the user is already logged in to Launchpad, the "+login" at the end causes Launchpad to complain about this, and there's no obvious way out. Editing the URI to remove the +login lets the user file the bug.

The +login should be removed, since filing bugs has worked just fine without it for the past few years: if the user is not yet logged in, they are prompted to do so, and then filing continues.
