apport-collect should now run via python3-apport package, as python2.7 is now gone on bionic. But that fail and show:
apport-collect 1729877
You need to run 'sudo apt-get install python-apport' for apport-collect to work.
this is not expected now.

This bug was fixed in the package apport - 2.20.8-0ubuntu7
---------------
apport (2.20.8-0ubuntu7) bionic; urgency=medium
* bin/apport-bug: recommend python3-apport not python-apport.
(LP: #1729879)
* data/package-
bytes to string so comparison and regex matches in the hook work. Thanks
to Jean-Baptiste Lallement for the improved patch. (LP: #1582950)
