Possible duplicate of bug 1083555. I got this trying to run apport over ssh from a Mac. The same thing worked from a different system running Ubuntu.

Is the sensible-utils package installed on the system? If it is not can you install and try recreating the bug report again?

It is installed. And it is probably not a surprise, but if I run with Russian locale the bug does not occur, just with LC_ALL=C.
