choosing to keep a report with apport-cli does nothing

Bug Description
When using apport-cli with a crash report e.g.:
sudo apport.apport-cli /var/snap/
You are presented with some options:
*** Send problem report to the developers?
After the problem report has been sent, please fill out the form in the
automatically opened web browser.
What would you like to do? Your options are:
S: Send report (355.6 KB)
E: Examine locally
V: View report
K: Keep report file for sending later or copying to somewhere else
I: Cancel and ignore future crashes of this program version
C: Cancel
If you choose option 'K', nothing is done to the report while if you choose 'S' or 'E' or 'V' apport will collect additional information (run apport hooks and package hooks) and write that to the report. I think if you are choosing to keep the report it should also be updated.
