Bug Description

What happens is that when folks run apport-collect against a report with sane-backends, this fails as per below:
apport-collect 1643544
Package sane-backends not installed and no hook available, ignoring

This is despite folks having the constituent packages of sane-backends installed.

Example bug report:
https://bugs.launchpad.net/ubuntu/+source/sane-backends/+bug/1643544

While this isn't a show stopper, it would be nice if this was resolved to prevent problems of problems, and avoid confusing folks.

The same thing happens with ubuntu-bug sane-backends or ubuntu-bug software-properties. I think it would happen with any source package without a corresponding binary package name.

Although I believe a package with an apport package hook, like ubuntu-release-upgrader, works around this issue.
