apport dialog only ask which debugging work the user is willing to do if no package is specified to ubuntu-bug

Bug Description

If the user invokes `ubuntu-bug` without argument he_she is asked which additional debugging work he_she is willing to do, but not if `ubuntu-bug` is invoked with a package as argument.

That's incorrect, the "additional debugging work" question only appears if you choose Xorg as those questions are specific to the xorg package hooks.

I see. Could that info be excluded in the dialog (e.g. `(This selection is only presented for X.org but)` below the selection? Users might search an option to get this question for every bug or naively assume that it's supposed to be asked for every question and file a bug...
