Bug Description
1) found a bug worth reporting that caused system to be unresponsive
2) ssh'd in from another machine
3) set BROWSER to be the web browser available on that machine
4)
> ubuntu-bug (application in question)
5) some windows asking questions(are you willing to troubleshoot this issue? etc) popped up on the correct machine's display

desired: start the web browser
actual result:
/usr/bin/xdg-open: 376: /usr/bin/xdg-open: exo-open: not found
installing exo-utils made it so the desired outcome of the web browser popping up launchpad worked fine. This is a fresh upgrade from 12.04 to 14.04.
recommended conclusion: Depend apport-bug on exo-utils, which it seems to require at least in the case of remote logins.

You desktop environment was detected by xdg-open to be a Xubuntu one and as such exo-open was used to launch a web browser. Are you using Xubuntu on the machine from which you ssh'ed?
