retracer message regarding failed to retrace can be misleading

Bug Description

In bug 1334012 we see the following message:

"Thank you for your report!

However, processing it in order to get sufficient information for the
developers failed (it does not generate a useful symbolic stack trace). This
might be caused by some outdated packages which were installed on your system
at the time of the report:

no debug symbol package found for libv4l-0
no debug symbol package found for libv4lconvert0
no debug symbol package found for libjbig0

Please upgrade your system to the latest package versions. If you still
encounter the crash, please file a new report.

Thank you for your understanding, and sorry for the inconvenience!"

The issue is with there being no debug symbol packages for some packages and having the reporter update their system will not fix the cause of the retracer failing.

The code in apport-retrace should be modified to consider whether or not the outdated_msg from sandboxutils is about a debug symbol package and if it is the message added to the bug report should be different.
