Apport-collect needs webbrowser to access launchpad

Bug Description

Apport-collect tries to open an URL to log into launchpad with OAuth, even when the X-server is not running.

The launchpad OAuth login page is not compatible with links2 (text based browser), which makes apport-collect difficult or even impossible to use for X-server bugs.

Or lynx for that matter, I didn't know if this was actually a bug though but it's something they need to fix for us to report bugs properly (especially in dev branch where I've found X highly unstable).
