Cant' report a Synaptic Package Manager bug if Firefox is already running

Bug Description

Binary package hint: synaptic

Problem case:
1) Start Firefox
2) Start SPM (enter password)
3) Choose Report a Bug

) Message is displayed: Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system.

Success case:
1) Close Firefox
2) Start SPM (enter password)
3) Choose Report a Bug
4
) Firefox launches, things work properly.
5) Leave firefox running
6) Choose Report a Bug

) Things work properly...

I can reproduce this as well:

1. Start with neither program running
2. start firefox and synaptic (doesn't matter in which order)
3. report a problem from synaptic's help menu - the above mentioned error appears.

4. close all applications
5. start synaptic
6. report a problem from synaptic's help menu - firefox is started by apport and you can report the bug
7
. report an error again, no problem - the firefox window opened by apport is reused.

I can't reproduce this with any other application I tried other then synaptic - I tried evolution, gnome-terminal and yelp
