Bug Description
Steps to reproduce:
1. Install Ubuntu 17.10
2. Try to launch `apport-collect 1712200`
Expected results:
apport-collect works out-the-box and collected corresponding info
Actual results:
apport-collect does not work and shows message:
"You need to run 'sudo apt-get install python-apport' for apport-collect to work."
Note: manual installation of python-apport adds 15 MB of new packages, after that apport-collect works as expected.
