ubuntu-bug crashes with a long list of GTK errors - X permissions should be checked

Bug Description
I had a freeze of gnome-shell, and gathered an apport report from the command-line on TTY1
I then recovered gnome-shell like...
kill -9 `pidof gnome-shell`
export DISPLAY=:0
gnome-shell --replace
Then when I tried to report the bug via...
sudo ubuntu-bug /tmp/apport.
...I could briefly see a report that it couldn't access the X display, and followed by many pages of errors like...

(apport-gtk:18921): Gdk-CRITICAL **: gdk_keymap_
(apport-gtk:18921): Gtk-CRITICAL **: _gtk_replace_
(apport-gtk:18921): Gdk-CRITICAL **: gdk_keymap_
(apport-gtk:18921): Gdk-CRITICAL **: gdk_keymap_
...followed by Segmentation fault (core dumped)
This was fixed by running...
xhost +local:root
...after which ubuntu-bug would properly load and run (hence this bug report).
