Suspend issue: battery drains; can't resume; must do hard reboot

Bug Description
Even with updated kernel in 13.04, the same issue I was having before is still here, but more consistently occurring.
When I suspend, the machine does go into suspend mode, but then (almost always) the battery light comes back on, either immediately or later. This not only makes the computer very hot and drains the battery, but it is impossible to resume. I have to do a hard reset (easiest way is to just pull the battery out and put it back in).
This has made suspend useless. I am now shutting down and restarting every time I want to move the computer with the lid closed.

I believe I have it fixed with the following things:
1. Turned off Wake on LAN in BIOS settings. /01.org/ linuxgraphics/ downloads
2. Installed latest Intel graphics drivers from: https:/
I've suspended/resumed a few times since then with no problems.
Will file a new report if the issue returns.
