"Problem already known" window pops under, no launcher entry

Bug Description
The "Problem already known" prompt, which pops up after submitting an apport report for a known crash, pops UNDER the current active window (which in my typical use case tends to be a Firefox window since I often submit whatever crash reports I receive in the morning before checking news/email/
This leads to me forgetting about the submission until I close the browser window to find the prompt sitting there waiting. This is suboptimal since I tend to close the browser as I'm about to log out or otherwise leave the computer, but now when I dismiss the window I have to wait for my browser to start up again so I can close it. It would be better I think to either make this popup more obvious or allow a user to dismiss it without opening a browser window.
