apport-cli claims launchpadlib not installed

Bug Description

I ran the following on a remote system:

$ apport-cli --save /tmp/cc1.crash cpp

then copied cc1.crash to my main workstations and ran:

$ apport-cli -c cc1.crash -u 1103414
ERROR: The launchpadlib Python module is not installed. This functionality is not available.

... but:

$ dpkg -l|egrep "apport|launchpadlib"
ii apport 2.8-0ubuntu2 all automatically generate crash reports for debugging
ii apport-gtk 2.8-0ubuntu2 all GTK+ frontend for the apport crash report system
ii apport-retrace 2.8-0ubuntu2 all tools for reprocessing Apport crash reports
ii apport-symptoms 0.19 all symptom scripts for apport
ii python-apport 2.8-0ubuntu2 all Python library for Apport crash report handling
ii python-launchpadlib 1.10.2+ds-1 all Launchpad web services client library
ii python3-apport 2.8-0ubuntu2 all Python 3 library for Apport crash report handling

Yes, this is a duplicate of bug #1071905. In that bug, ubuntu-bug resolves to apport-cli which has this bug.
