However, the Skype package I have installed is directly from the Partner repository as per above. How could it not be any more official then this?

Sorry, but the Canonical Partner repository is indeed not part of Ubuntu. Just like PPAs and other third-party repositories these are packages which you can install on Ubuntu, but we cannot track problems in Skype on Launchpad.
