Bug Description
The documentation, in the "Process specific data fields" section, describes a required ProcCmdline field:

but according to the changelog, this field is not included in bug reports since 2008-02-06:

in bug reports, since these are not ack'ed by the user and might
contain sensitive data. (LP: #132800)
The field is still used internally for restarting the process, but isn't included in the bug reports, and mention of the required ProcCmdline field should be removed.

I've been playing with apport a bit more, and it seems like reports that I generate without crashing a process, e.g., by
apport-cli -f -P <pid>
don't have a ProcCmdline field, whereas reports generated automatically when an application crashes (or is killed, e.g., with a SIGSEGV) do.
Is this intended?
