Apport fails to report/submit system problem (crash)

I am being asked if I want to report/submit a system problem, but the browser is not being started to report it.

Are there any other files relevant to Apport in the user's home directory, which I might have taken over after re-installing Ubuntu, but re-using the home directory?

Reporting with "ubuntu-bug apport" works.
