crashes without comment and log when trying to report

Bug #994921: 'ubuntu-bug /var/crash/app.crash' (and even more so, 'apport-cli -c /var/crash/app.crash') should still allow manual bug filing in stable releases.

Bug Description
i got after my fresh installation some hints, that a programm crashed, e.g.:
- gnome-commander
- xfce4-sensors
I clicked onto the hint and the window with the important data is opened up.
i click to see all the data and then want to report the bug - Apport is crashing without comment.
Looking into /var/crash, there are the crash reports.
Clicking on the apport file leads to nothing...

Sorry, but this looks for me like another bug and not a duplicate of bug #994921.
I will wait for an updated version of apport and post again if the bug is still active...
