Control/Alt key bindings are broken in kde programs when using global app menu

When using the global app menu, Alt key bindings do not work in quantal quezal in some programs (they worked fine in earlier). Reproducer:

* install and open kile
* hit alt-f

the file menu is supposed to open, but the global app menu bar open instead, plus an "f" is entered in the text edited.
None of the other alt key-bindings work either.
