Google Chrome has no global menu in Ubuntu 13.10

Bug Description

Global menu is not working in UBuntu 13.10 for Google Chrome(v31). The bug reported at chromium says its a problem with Ubuntu's global menu not with Google Chrome.

Incidentally, Chromium browser(v31) does not have this problem.

The problem remains in Unbuntu 14.04 using Google Chrome version 33.0.1750.115.

This is no longer an issue in chrome version 35.0.1883.0 from the dev channel in Ubuntu 14.04
