The sync blacklist reads:

PackageKit does work and has been working for ages in Ubuntu, it is used by default in the GNOME-based Ubuntu flavor. Apper is also working with the most recent versions of Plasma, and has just yesterday received an update which removes some outdated stuff and legacy code, which makes me fully happy to have it again in Ubuntu and its next release.
There is also an open bug of users requesting Apper back in the Ubuntu repositories.
