apparmor reload fails with "reload: Unknown instance: "

Bug Description

On 14.10, reloading the AppArmor services fails:

root@ubuntu:~# /etc/init.d/apparmor reload
reload: Unknown instance:
root@ubuntu:~# service apparmor reload
reload: Unknown instance:

The way to reload apparmor on an upstart based system is to do:
$ sudo start apparmor ACTION=reload

This is covered in the man page. However, the initscript and service should probably better deal with this like it used to.

Does not work on 14.04:

start: Unknown job: apparmor

We need, at minimum, a solution that works on all Ubuntu versions. So far we have been using "service apparmor reload" with good results. Worked on Ubuntu 14.04 as well as on other distributions. Cannot see any reason why it should be broken on 14.10. Please fix.
