Could you give us some examples where you have seen these inconsistencies?

Gowing threw the first 100 (2%) i found this:

"Configure Compiz with CompizConfig "
"Gnome Office "
"Full-featured office productivity suite "
"Wine Microsoft Windows Compatibility Layer "
has a space at the end

"This is a set of applications labeled the "GNOME Office suite"."
"The Kernel Panic game for the Spring engine. A fast-paced RTS with no economy."
"A really simple but powerful audio player in Python/PyGTK, using Gstreamer."
"Download files from your digital camera."
"Extension package for Firefox, that ships various modifications for the Ubuntu default install of Firefox."
Ends with a dot

"mouse gestures from the optimoz project"
Starts with lower case

Thats 10% of the lines containing typos, and i probably missed a few.

Is there an existing standard when it comes to capitalization and punctuation in application entries?

This isn't really an issue in app-install-data-ubuntu, which only aggregates metadata that exists in the ubuntu archive. To fix this we need to modify the .desktop files in all inconsistent debian packages.
