KDE4 GenericNames should be marked for translation

Bug Description

It turned out that KDE4 uses for program descriptions only the GenericName field, while KDE3 used Comment and GenericName was only optionally used. As a consequence, KDE3 application's desktop files appear translated, while KDE4 application's description is untranslated in the list. Attaching patch to check if there is a _Name string in the desktop file, if there is no such string, then it marks GenericName for translation.

We may get away for intrepid by re-generating the pot template and uploading it into rosetta. I will apply the patch for jaunty of course.
