Bug Description

Ubuntu Release: Ubuntu 12.04 LTS
Package version: apcupsd 3.14.10-1

from /var/log/syslog:

May 8 22:36:56 monitor apcupsd[19961]: apcupsd 3.14.10 (13 September 2011) debian startup succeeded
May 8 22:36:56 monitor apcupsd[19961]: NIS server startup succeeded

Pidfile /var/run/apcupsd.pid is created and contains PID. But process is not running.

Tried this in two VMs with 12.04. 11.10 with 3.14.8 (16 January 2010) worked fine.
