Bug Description

In part, there is a very attractive fix of bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=807689 which makes apcupsd usable under systemd again.
Also, an useful fix of https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=709612 (which waited for its incorporation for 3 long years...)
