Net guests intermittently cannot contact apcupsd net host

Bug Description
I have a host with apcupsd installed and an APC Back-UPS BX1000G attached. The network interface is enabled (NETSERVER on), and other machines being powered by the APC also have apcupsd installed as net guests (UPSTYPE net).
Intermittently, the guests will not be able to poll the host for a short time, resulting in commfailure and commok events:

I am confident it is the host (running precise) which is somehow blocking, not the guest themselves because the guests all do this at the exact same moment. The guests are also a variety of distros (Debian, Ubuntu, CentOS/SL, etc), some are physical, some are VMs on the host.
The failure is very intermittent. Sometimes there will be a series of them over the course of a few minutes, sometimes it will be hours or days between them. Load on the host does not appear to be a factor.
Unfortunately I have never been able to capture this while running apcupsd with debugging on.
