Apache2 incorrectly sends HTTP_REQUEST_TIME_OUT to many requests

Bug Description
As it is fairly difficult to debug 408-errors on a live server (for me at least) I am not sure about the cause of this, but it happens in about 3% of all requests since upgrading from 2.2.14-5ubuntu8 to 2.2.14-5ubuntu8.7 (about 10.000 times yesterday).
I have tried disabling the reqtimeout-module, but to no avail. Have also tried with KeepAlive On/Off (I have it enabled for my site that gets frequent POSTs from active users).
Downgrading to 2.2.14-5ubuntu8 fixed the problem, and after looking through the changelogs I am suspecting a change in server/protocol.c to be the source of the problem: http://
