Apache2 incorrectly sends HTTP_REQUEST_TIME_OUT to many requests

Bug Description

As it is fairly difficult to debug 408-errors on a live server (for me at least) I am not sure about the cause of this, but it happens in about 3% of all requests since upgrading from 2.2.14-5ubuntu8 to 2.2.14-5ubuntu8.7 (about 10.000 times yesterday).

I have tried disabling the reqtimeout-module, but to no avail. Have also tried with KeepAlive On/Off (I have it enabled for my site that gets frequent POSTs from active users).

Downgrading to 2.2.14-5ubuntu8 fixed the problem, and after looking through the changelogs I am suspecting a change in server/protocol.c to be the source of the problem: http://launchpadlibrarian.net/84878468/apache2_2.2.14-5ubuntu8.6_2.2.14-5ubuntu8.7.diff.gz

Please let me know if I can give any more helpful information. This has been temporairly fixed by forbidding the problematic version and downgrading.

The same bug is also present in the latest version of the Apache2 package (2.2.14-5ubuntu8.9)
