htcacheclean service started by default on hirsute

Bug Description

Installation of apache2 resulted in start of apache2 service only on focal.
However on hirsute, it resulted in start of apache2 and apache-htcacheclean service.

Is this intentional?

This commit seems to trigger the change in behaviour.

Thanks for taking the time to report this bug and trying to make Ubuntu better.

This was a decision made by the Debian maintainer (as you can see in the commit you linked), the debhelper compatibility level was bumped to 13 which brings in some behavior changes. So yes, I believe this was intentional. Are you experiencing any issue regarding this change?
