Thank you for taking the time to file a bug report.

I tried reproducing on a fresh zesty lxc image and was unable to:

Enabling site 000-default.
info: Executing deferred 'a2enconf apache2-doc' for package apache2-doc
Enabling conf apache2-doc.
Created symlink /etc/systemd/system/multi-user.target.wants/apache2.service → /lib/systemd/system/apache2.service.
Created symlink /etc/systemd/system/multi-user.target.wants/apache-htcacheclean.service → /lib/systemd/system/apache-htcacheclean.service.
Processing triggers for libc-bin (2.24-9ubuntu2.2) ...
Processing triggers for ureadahead (0.100.0-19) ...
Processing triggers for systemd (232-21ubuntu7.1) ...
Processing triggers for ufw (0.35-4) ...

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
rather than a problem specific to your system, and then change the bug
status back to "New".
