I was unable to reproduce this after running:
$ apt install apache2 libapache2-mod-php libapache2-mod-php7.1 libapache2-mod-log-sql libapache2-mod-log-sql-ssl libapache2-mod-log-sql-mysql

I too saw the message about apache2 not beign configured yet, but
then enabling log_sql worked:
