Bug Description
Apache wasn't restarting. I just got the following from the command line:

Action 'start' failed.
The Apache error log may have more information.

Unfortunately the logs captured when filing this bug report didn't include the apache log and configs. As the command line output said, the Apache error log probably had more info about what went wrong.
