Regression: 'ATT Phone' access point name should be 'phone'

Bug Description
Last Summer when we synced apns-conf.xml from upstream, the APN 'ATT Phone' in the US had it's access point changed from 'phone' to 'nxtgenphone':
According to the following AT&T webpage, 'nxtgenphone' is intended for Voice over LTE phones:

While 'nxtgenphone' does appear to work on mako in the US, it doesn't work with krillin ( which is limited to 2g ).
We should probably change this back.
