system-image fails due to missing directory

Bug Description

It looks like system-image-{cli,dbus} will fail with the default install on the emulator because the latter lacks an /android/cache/recovery directory. If you create that directory manually, you can run `system-image-cli --dry-run -v` (though you'll get different failures after that).

i'll check, but I don't believe we were mounting/setting up cache partition properly. So indeed it's not there, atm =)

What is "recovery" subdir in there? and who/what usually creates it, in Nexus cases?
