Hi,

it happens because /lib/systemd/system/android-tools-adbd.service is missing.

manual extracting the file out of the new package and placing it where it should be worked.

I tried an upgrade from Xenial to Yakkety today and did not encounter this error. Perhaps this change fixed it?
